Vmp is 29.6 (x2) so that is voltage during bulk charge in good sun when resistance matters most.
Voc at 36.8 (x2) you will see as you get to float assuming you still have good sun. Resistance does not really matter once you get to absorption phase as the controller is clipping power anyway.
Cold temperature will also increase voltage a bit.
