No, The different rates do indicate the charge current. I have full instrumentation and watch this carefully. Terminal voltage comes along with that, but it does as they claim.

Try unplugging the PD so there is no charge current, but leave it attached to the batteries.
I have found that the light patterns indicate the battery voltage even when the PD is not plugged into 120VAC and charging.
Only when the PD is plugged do the flashing lights correspond to charging rates, and even then if other chargers (solar?) are affecting battery voltage, the lights might not really correspond to what the PD is actually doing. Not really sure what happens then ...
