The light blinks simply indicate what voltage setpoint the converter is using (if connected to 120V power) or would be using (if not connected to 120V power). I'm not sure they correspond directly to battery voltage levels or state of charge. If you want to know the battery voltage, it's much more instructive and useful to just put in a voltmeter and read it directly.
Note that the voltage setpoint may not be the output voltage of the converter if it's rather heavily loaded. In particular, with a discharged battery, it will be limited by current (or power, which amounts to almost the same thing) and put out less than the 14.4 volts a solid light indicates until the battery gets more charge. In other words, the converter acts more or less like a current limited voltage regulated supply.
