Progressive Dynamics Converter/Charger 4645 - HELP?

Earlier this summer, I replaced my original Parallax converter/charger to a PD 4645. When I finished the replacement, it seemed to be working just ducky. I was quite proud! Fast forward to yesterd...

I just went out there and measured the voltage at the converter. It was 13.60.

So, does it take over 24 hours to enter "storage" mode?
