When cylinders are recertified they put the date the recertification was done on the sticker or etch it on the cylinder collar. So if it was actually recertified on 8/17 it would be good until 8/22 (5 years). So apparently the one recertified cylinder sat around for about a year before recertification.
I had 2 cylinders that sat around with propane in them for 2 years after they had expired. When recertified they were 15 years old but would be good for 5 more years of until they were 20 years old.
