The NFPA offers propane codes for the United States, but propane regulation is primarily state based, and there's a LOT of variation on training, filler permits, and many other areas. (Here in NM, for instance, there are nine different licenses for propane, ranging from filling to recert to installation to transport and more. All requrie a relatively rigorous test. My "LP9" license permits me to fill, but nothing else.)
This says nothing of Canada. Totally different up there with its own regulations, permits, and so forth.
