Once again, volumetric filling is allowed by nfpa 58 which various versions are adopted by 49 states (ex AR)
Texas adopts nfpa 58 and makes changes, you can see the strike outs on page 120 (near the bottom), nfpa 58 7.4.3.1 is adopted with changes in TX. Volumetric filling of Cylinders of 101 lb LP-gas capacity or more. This limits filling to small cylinders to weight. Other states do not make such changes and therefore volumetric filling is allowed.

The blue rhino delivery exchange delivery truck had a DOT # on the side and all those cylinders would be 'under' DOT jurisdiction and filled by weight! Likely a merry go round filling operation.
