Interesting. The one State that has an excess of BS regulations on everything, they do not regulate LP. Are you positive that the LP fillers you use are following California regulations if the State has regulations? There are fillers here in Texas that also fill by gallons. THAT DOES NOT MAKE IT LEGAL AND SAFE. The LP stations in Texas ALL have scales and are required by law to have scales. The fact that some do not use it does not mean it is correct. And yes, By filling with weight you only PAY for what you actually get. Now, some LP fillers, they fill by weight but charge for a full 5 or 7 gallons regardless of what they actually put in the tank, because some tanks are not empty. You ASK the fillers how they charge and go to the fillers that charge by gallon only. Of course, driving around finding those stations will cost MORE than just paying the Flat Fee. Kind of like the idiots that drive across town or even 5 miles to save 5 cents a gallon on Gasoline and NEVER realize they spent more in Gas going that distance than just paying the extra 5 cents a gallon. With my 40 mpg diesel sedan- driving 5 miles cost me 35 cents, while 5 cents saving on 20 gal tank makes 1 dollar. ;)

In San Francisco area, most of the time I was filling propane at Suburban Propane, who is main distributor and the station does recertification as well. Never have seen weight scale used there.
Would be hard to use scale on 120 gallons tank I had build-in motorhome I was filling up there in the past.
You had to make a statement that you don't use it for motor fuel btw.
