No idea and honestly I could care less. I brought a tank in and he said that if I wanted he would fill it up past the 80 percent that home depot or whoever fill theirs too when you trade them in. He said the law was the only thing preventing anyone from filling them more than 80 percent. I had no idea there was a law and wasn't even asking but i told him to go ahead. He told my why there was a rule saying you should only fill it to 80 percent but whatever. The thing lasted the entire season and then some and I didn't blow up.
I would be more concerned about the safety release that is built into every cylinder. At a certain pressure, the safety release opens and a large volume of both gas and liquid is expelled. It happened to me, once. The cloud emitted is so dense that you can't see your outstretched hand. If a spark is present, you'll be going for a warm instant ride, if close to the cylinder.
Filling the cylinder beyond 80$ increases the chance of safety release dramatically. In fact, I thought the new OPD valves made that an impossibility, there is a float or such that halts the flow into the cylinder. :?
