Depending on the valve, on some you can replace just the packing without having to empty the tank- they can shut the valve off, remove the handle and replace the packing.
I cannot really advise you to use it, but if it were mine, I would open the valve all the way, check with leak solution, and if it isn't leaking, I would use it.
