Was the regulator pointing at the empty tank but indicating green?
I still suspect a regulator malfunction if it indicated green and you had no propane. If one or all four check valves closed and you had no propane the indicator should only be red. Consider a Cavagna brand replacement regulator and pigtails. (amazon)
Are propane tanks on each side of the RV? May need a replacement high pressure regulator for the tank on the opposite side of the RV.
