Propane steak saver adapter not legal in Canada?

We have two brand new Mr. Heater Propane Grill Steak Saver Adapters (#F276171) like in the photo, that we listed for sale on CL. Got a message from a licensed gasfitter that said these are illegal in...

They work just fine. Turn the big cylinder up side down before opening the valve to refill.

That other adapter looks handy, unless you're like me and keep extra 20 pounders around.
