I see Pulse Tech hardware such as battery maintainers and de-sulfaters, etc.

edit:
Second look said it's a 25 watt solar maintainer and desulfator.

Quite expensive item. But should do the same job as the other solar charge system depending on the model.

If it were mine I would ask the tech why he thinks you don't need it. I'd guess he unhooked it because he didn't want to repair it.
