In the case of the C40 controller, the Diversion method of voltage control (which can be used with solar as the source) is described here as a "shunt regulator", not like the "series regulator" of the PV control mode it has.
the distinction is that the shunt method does not suddenly disconnect like the series method does, which is ok with a solar panel but not with a windmill
You can use real or dummy diversion loads in this method it seems. The key is to have more load than the source can provide or you could lose your regulation.
