The usual story is that panel voltage is "pulled down" to battery voltage. So if it is only pulled down to 17v instead of 14v, how come?
Mr Wiz is happy, thinking what he sees is normal. OTOH that would drive me crazy trying to find out what is wrong, cross checking voltages all over the place till I found it. Oh well. Beyond me what the deal is here.
