Mr Wizard what you were seeing is a meter that is not up to the task. It is averaging your voltage so you're not seeing the pulse width modulation coming on and off from the panel side. What you would be seeing if you had a good meter as major voltage change from battery voltage to whatever the panel voltage is at that moment in time. You simply need a lab scope to see this or a graphing meter in order to see the truth. Well you would see it with a good meter, of course with a good meter you could set it to trigger on the PWM signal.
