I don't know about dump LOADS, but I think that is a function for wind turbine use, where excessive power is produce by high winds
As far as output fluctuation, if the solar is is doing X amps, and the fridge compressor kicks on, 900w surge...100w run the solar output will increase for the duration of the run
Unless the output is already at max for the available solar energy
And when I made the video it was windy with shifting clouds
So input power was changing
And 17 volts is input, it's not a pick voltage
Pick voltage in MPPT is the output voltage
MPPT needs the transformer to change voltage to amps
PWM does not need an inductor to reduce voltage because it is NOT increasing amps,
And there is no reason a controller can not use full-time PWM to control voltage, it is a matter of the quality of the controller, and the power available
It does not have to be a direct pass thru, in fact should not be if there is enough wattage to sustain Vmp
All of this REALLY is an academic conversion,
Different controllers handle the power differently
As long as the batteries get charged...that's what counts
