#1 importance is the regulation of the charge voltage
AFAIK the input voltage is of importance in only (2) things
(a)..do NOT exceed the VOC of the controller
(b)..and whether or not you are using MPPT or PWM
excess means nothing to PWM, while MPPT will attempt to convert the excess overhead voltage to more amps
there is NO reason that input voltage is supposed to equal out put voltage
input voltage it is supposed to be more than battery voltage , so the controller can maintain the set point charge voltage
