I haven't addressed the use of PVC conduit since I'm not sufficiently familiar with the electrical code (particularly as it might apply to your city/county). The fire code doesn't typically allow pvc in occupied spaces due to the fumes produced when it is exposed to flames. I'm not sure how they would treat your normally unoccupied garage space. Thus I keep hoping for a licensed electrician to chime in.
