Costco here in Ontario is required to fill by weight, just like everyone else, and yes a 20 lb fill is a 20 lb fill. Tare weight of a typical steel 20 lb tank is ~ 18 lbs, a full 20 lb tank will weigh ~ 38 lbs because the liquid propane weighs 20 lbs.
Some mistakes in the above, I believe.

But if you pay in Canadian Currency it probably makes it last longer. :S
