I have no idea about Costco in Canada or in the US. I do know about exchange tanks at least in the US. Those from Home Depot and Lowe's and everywhere else I have seen are filled to 15 pounds. There is no outright fraud since there are signs at the exchange stations listing the 15 pound amount. Most people probably think they are getting a full tank instead of a tank that is 75 percent full.
