Actually when they first came out with exchanging the cylinders there were no signs and and nothing on the label to indicate how much propane was in the cylinder. Everyone assumed they were getting 20 lbs because there was nothing else telling them how much. Then people were noticing they didn't last as long and started checking the weight when they got a fresh exchange. TSHTF because people found out they were getting less. They were forced to add it to the label or signs at the exchanges. It was fraudulent and deceitful practice. Originally the cylinders may have been filled to 17 lbs, but Amerigas & Ferrellgas took it another step and got fined by the FTC.
