The OPD is what it is. But it won't charge you for what you ain't getting...
The term is called "stuffing a tank" and too many fools actually did that with pots. I have seen three pressure relief valves blow on pots and all three allowed total contents evacuation. Not even cylinders have top quality over-pressure vent systems. They usually came with fast fill valves on larger tanks. My "50" had both.
