Electric heaters and cat heaters may not be a good answer. Most wet bays, if they are heated, are heated by the gas furnace. If configured well, you may be able to bypass this with a 200 Watt Heater and a Thermo Cube. Do not let your water lines freeze or you will have bigger problems.
Yes, I have a sealed underbelly :) We also have a heated water line as we are in TN and I KNOW it's going to snow, snow, snow!
