Well, by definition a shorted cell is discharged, so yes, it should show a low SG.
But a simple voltage test is good enough to find a shorted cell. And unless you home brew with 2 volt cells you got to replace not just the shorted cell, but it's partners in battery so which one is shorted don't matter.
