Both LEDs flashing is because it failed to ignite.
It failed to ignite because:
Burner slots are dirty/obstructed
Spark Electrode gap to burner is incorrect (S/B 1/8")
Spark Electrode is dirty
There are other things but it wouldn't light at all if they were problem
