Try the same water heater at 45F input, like is found here in Oregon and in Washington state. That causes the water to come out of a tankless water heater lukewarm. . . Or you would need to lower the gallons per minute if the water is coming out warm, not warm enough for a good shower.

That's what I'm wondering. Does the water come out hot immediately or do you need to let it run a bit before you get truly hot water. Input/ambient temperature will have an effect.
It takes a little while to get the water from the heat exchanger to the faucet as it does now but the difference is that once it runs hot it stays that way till you run out of water or propane. My first experience with tankless was in Germany in the 60's and it remains the most cost effective method today.
