Refilling propane tanks
I am new at this. I am Fickit have to refill my propane tanks on a 36 foot rv. Do I have to remove them from the vessel.

Exchange cylinder fillers use weight since they are under DOT jurisdiction (commerce).
Using weight limits most of the fugitive gas release from filling, using low emission/low loss filling nozzle nearly eliminates all fugitive gas from filling 20lbers
