Tanks 1 year old that are empty and need to be re-filled prior to my upcoming trip. There's basically no good answer to your question available here, since different refillers have different policies on the issue, and individual state and local laws may also differ. NFPA-58, the Liquefied Petroleum Gas Code adopted by most states as the basis for their own codes, does not appear to specify either way except in the case of those horizontal DOT cylinders that require filling in a vertical position, which usually requires dismounting them. The best answer for you would likely be to check with the LP dispensing station you intend to use and see what they require.
In Texas there is only one answer. They have to be removed to be refilled.
Since we don't know where the OP is planning to have the cylinders refiled, my answer stands.
