It'd be more effective to keep the sunlight from ever reaching the glass, so outside would be better. However, keeping it outside has lots of issues- how do you keep it there, wind, theft, damage from "stuff" being outside.
Most I believe will just put it inside for ease of use, and it does pretty well there even if it's not "The Best" from a thermal aspect.
