"Air"
On my camper and any other one I have ever dealt with, anytime the bottles are disconnected to be refilled, some air gets in the lines while they are open to atmosphere. After re-connecting and attempting to re-light the stove burner, gas is coming out but it is not a burnable mixture and it often even blows out the lighter I am using. After a minute or so, the burner will light and burn. If the first appliance that is trying to light is the refer, it will usually time out and the check light will come one before the line is purged.
