As far as testing it, someone else will have to answer that. I just realized I hadn't heard my fan run for a few months, even when it was 110 out so I figured it stopped working. It's supposed to cut on at 150, which seems really high to me anyways. So you could put a thermometer on it and see what the temperature is, if it's above 150 and not on, then it's not working. If it's not hot enough for that you could maybe take a blow dryer or heat gun to it. I'm no expert though, so take that with a grain of salt.
Fixed temp snap disc thermostats are a couple bucks on Amazon or WW grainger and an adjustable one is around 8 bucks. Easiest way to test one is heat it up (blow dryer or BIC lighterr and check it for continuity. It's open or closed and if you listen to it closely, you can hear it work. It has a metal disc inside that 'snaps' open and closed with temperature rise and fall. hence 'snap disc thermostat'. An adjustable one just has a screw that presses on the disc and that controls the movement. Both work on the same principle.
The snap disc thermostat is located on the condenser (outer fin) at the top of the cooling unit on the backside (not inside the fridge) of the unit. That controls the auxillary cooling fans.
