So probably 150 amps would be the absolute max on a healthy 430Ah bank. And with a (-)215Ah, 50% soc, that means:
1) the 1:1 ratio is not obtainable, using realistic voltages, and
2) charging a 430Ah bank with a 150a charger is well within the guidelines of this proposed "Amp Hour Law".
