Safety Factor is nice sounding in strict engineering terms but Safety Factor involves probability of something bad happening.
The laws that tires must comply with, do not allow 99% or 99.9% or any percentage under 100% being able to pass DOT testing. Any single tire failing to pass the required tests could result in thousands or hundreds of thousands of tires having to be recalled.
