Your question poses another. How do they determine the GVWR? Is that figure inflated to the point of no safety margin?
The problem with derating the GVWR is that you will also decrease the CCC which is also a sales talking point.

That's it in a nutshell...underdesign everything that carries the load- because it's cheaper to do that- and then make the numbers fit based on what they think the customer wants to hear! Such a minor point for the typical consumer...
As long as the rig still has Genuine Imitation Pretendelicious Almost Made Out of Real Wood Cabinetry etc, we're good!
