RVIA standards number six says "Federal Motor Vehicle Safety Standards as specified in Code of Federal Regulations, Title 49 Part 571.
49 cfr 571 regs are the FMVSS safety standards that all vehicles are built to.
571.120 para S5.1.2 for tire and rim selection says;
"(snip)......,the sum of the maximum load ratings of the tires fitted to an axle shall be not less than the gross axle weight rating (GAWR) of the axle system as specified on the vehicle's certification label required by 49 CFR part 567."
Moot point for just one pound but as long the trailer manufacture has installed 3500 lb tires and rims on 7k axles the tire and rim requirements are met.
