Posting a clicky to a website without a copy and paste of sentence/paragraph your refereing to doesn't get your point across. The only thing I saw concerning tires said:
(g) Tires and Rims - "The axles of a vehicle
specified under this subchapter shall be equipped with the number and type of tires and rims which have a load rating equal to or
higher than those offered by the manufacturer."
I’ve not found anything in the regulations that releases the owner from following the established minimum requirements set in place with the original placard.

There never was a obligation/requirement for trailer owners to follow the tire placard. It can be used as a recommendation if the trailer owner chooses.
The tire placard with the vehicle manufactures original tire choice/air pressure/etc is a fed requirement for the manufacure to install. The tire placard simply isn't a legal obligaton concerning what tire type/air pressure/etc subsequent trailer owners install or use.
