Posting a clicky to a website without a copy and paste of sentence/paragraph your refereing to doesn't get your point across. The only thing I saw concerning tires said:
(g) Tires and Rims - "The axles of a vehicle
specified under this subchapter shall be equipped with the number and type of tires and rims which have a load rating equal to or
higher than those offered by the manufacturer."

The implication there is if your trailer came with the ST235/80R16 LRE China Bombs and you put XPS Ribs on, it won't pass safety inspection in PA even if your GAWR is 6K.
