Yeah, read it and thank you for posting the worksheet as it backs up what we've been telling you all along that the tires on a trailer have a load rating equal to or higher than those offered by the manufacturer. Notice it says "load rating equal to or greater". Notice also it doesn't reference the placard as the required sourse for a owner replacing tires on a trailer.
Regarding the 570.09/.62 regs says:

Again it says nothing about replacement tire have to be the same as the tire placard.
Minimum vehicle tire requirements are set by the vehicle manufacturer. The vehicle manufacturers are mandated to provide that information on to the end user. The mandate includes the vehicle owner's manual, tire placard or certification labeling. Federal agencies have access to other sources of the above information such as tire and rim publications.
There are other safety documents that are more explicit with their explanation of the regulations. I have looked at all the states that have regulations that include tire inspections. They are all basically alike. Then there are the NHTSA safety publications. NHTSA writes and enforces tire safety. Bottom line, equal or larger. EVERYWHERE you look you will find that to be true.
