Most of the rv'ers I see in our Snowbird park so not even bother to file a claim with tire company much less the feds. Most just file a claim with their insurance company.
You are right that nothing is going to change the way things are going!
I think stopping the problem at first retail sale is the best bet!
Consumers have to be willing to pay 100-200 per tire/wheel.
Once the snowball starts rolling, then trailer manufacturers that do not get on board will pay a price.
The Cheap ST tire issue is much bigger than travel trailers.
