What this means is that instead of the speed rating on the sidewall of the tire, the speed limitation is now "legal speed limit".

Tire failure analysis is a whole subject in and of itself. My experience is that the average guy at a tire shop just hasn't studied the subject enough to know and his opinions should not be relied upon.
Document? Here's probably the most definitive book on the subject:
TIA Passenger and Light Truck Tire Conditions Manual
The Tire Industry Association is a tire dealer organization emphasizing training and other topics of interest to the retail end of the business.
This is more of a reference manual that describes vaious tire conditions and what to do about them - rather than an instruction manual on analyzing tire failures. It's pretty pricy ($285), but like other well done reference books, you buy it once and the information is timeless.
While the book specializes in Passenger Car and Light Truck tires, tires behave similarly regardless of what type they are and what service they are subjected to.
