Treads should not go round. Sidewalls should not form "baloons".
Complaining on RV Net will not accomplish anything. You need to file a complaint with NHTSA. They want facts and data. They are not interested in why you were traveling from point A to point B. They need the full DOT on each tire involved. You need to identify that you are the RV owner and if the tires came new on the rig or if you bought them as replacements. Even if the importer is no longer bringing that specific brand or line of tires into the USA the plant that made the tires could still be shipping product to the US.
Here is what I found after doing inspection and dissection on JBarca's tire.

The detachment ran about 11" circumference on one side and about 5" circ. on the other shoulder. His load & inflation are OK.
He is filing a complaint with NHTSA.
