Let's try to find a US government agency not in thrall to private entities concerned only for their own profit. The revolving door between public and private means only that one makes ones bones in an Federal agency job by subverting the reason for public oversight and then moving to a high-paying private sector job. Examples are simply too numerous, it is the American Way.

As to tires, an ST might be okay for a construction trailer that gets dragged around a metro region a few times monthly. For a TT this doesn't equate to what we expect as to performance and reliability. The cost of a blown tire is simply too high.
