Mex, if your whole point in getting a roof rack is to mount panels, don't get a basket like you've linked. Get a pair of crossbars or make your own cheaply, that way you can fine tune your panel size without having to worry about the basket size.
FWIW, the expensive versions of these baskets are around $800. The cheaper ones tend to self-destruct fairly quickly and I've never heard of one as cheap as $100.
For mounting panels I would simply nutsert through the roof, as said. A couple of hardwood crossbeams and some rubber feet and you're good to go! Cheaper than $100 and likely much better.
