this will be our first time traveling in below freezing temps. with reference to our roof mounted Winegard Trav'ler SK1000...can it be raised/lowered in below freezing temps? I have a call into Wine...

Otherwise YES.
So before you start trip. INSPECT if it's ice free try it.
Once you are on the road a heavy snow or freezing rain would be needed to ice it up.
NOTE: the same answers apply to other obstructions as well. for example if you are parked under the evil signal eating tree with a limb 1" above the lowered antenna.. You will have a problem.
