Yep, the arrow points to 1 11/16". Seems a bit big for a 5/8" hitch pin. :)
2 lines past 5/8" is 11/16".
Center punch where the hole is to be. Drill a 1/8"-1/4" pilot hole, then drill the 11/16" hole. Much easier than trying to go straight to 11/16". Use a sharp bit, drill slowly.
