Drill a 1/4" pilot hole then 5/8". Then try the hitch pin. It will probably go in just fine since drill bits do not drill perfectly round or perfectly sized holes. If it does not go in or it seems too tight for you, then use a slightly larger size drill bit. For a really precise hole you use a reamer after drilling an under sized hole but for your purpose you don't need to go there.
