I think this varies by manufacturer. My lights came caulked top and sides (not the bottom) and leaked. I cleaned, caulked the wire hole inside the fixture, then caulked all 4 sides of the base. Leak stopped. I think at least the front lights need to be caulked on all 4 sides since traveling down the highway will force water to run uphill into the fixture if the bottom is left un-caulked.
