As a Scuba instructor and certified mixer and filler, we wouldn't fill a tank with 100% O2 at 3000psi. O2 for standard O2 cylinders fills to 2200psi and we get our O2 cylinders filled at a gas supplier. We use them to mix to create specialized technical diving mixtures, along with Helium. We also use Argon for dry suits.
Mixing gases costs a lot more, too. No reason to if you're using them in tires. If you sign a statement saying you are not using it for Scuba, we'll fill for your paintball gun or for filling your tires.
The advantage of using scuba air is that it is very, very dry. A 3000psi approx. 80cuft fill costs $10.
