Mex, relax. It really helps.
"without verified Mexican insurance" - not applicable here, sorry. When treated in public hospital, Seguro Popular IS a verified Mexican insurance.
Seguro Popular don't charge for operation in public hospital when the plan member is in the lowest tier. There can be a co-pay towards the cost of surgery and (very low) annual premium, it's on the sliding scale depending on your income. Really poor pay neither premiums nor co-pay. US pensioners living in rental property often get premium waived because they "are pensioners and don't have a home" - automated processing system on enrollment interview assigns the guy to the lowest tier, even though gringo pensioner with +1,000 monthly income is a far cry from Mexican pensioner with $200. Some gringos are charged co-pay.
But you know all this already.
PS: for those getting too excited about Seguro Popular, - one must have an offical status of at least RT (residente temporal). They do make exceptions for people without status, but don't count on it. The plan sucks, anyway - not enough funds, not enough facilities, and I don't even want to start on lower personnel training and attitude.
